Parent Class:

Every driver under the age of 18 who completes behind the wheel instruction and is testing for a provisional drivers license must submit a driving log. Parents/guardians have two options regarding the supervised driving log:

  • Complete a (90 minute) supplemental parent class provided by a driver education program approved in Minnesota, and then submit a supervised driving log  showing their teen has completed at least 40 hours (2,400 minutes) of supervised driving, 15 (900 minutes) of which are nighttime hours; OR

  • If the parent/guardian chooses to not complete the supplemental parent class, the driving log must show that their teen has completed at least 50 hours (3,000 minutes) of supervised driving, 15 (900 minutes) of which are nighttime hours.

Parents/guardians are encouraged to provide as many additional driving hours with their teen as possible to prepare them to become a safe driver.  The driving log must be presented at the time of the road test and submitted with the application for the provisional license.

Your 15th birthday is a big event!  In many ways it marks passage into early adulthood.  The state of Minnesota recognizes this by granting you the adult privilege of holding a driver's license.  Along with that privilege comes the adult responsibility to be a competent driver.

As a typical 15 year old, you will probably soon be attempting to earn the privilege and responsibility of holding a driver's license. Minnesota requires that you do the following to earn a license.

  • Satisfactorily complete 30 hours of driver education classroom instruction.

  • Pass a written driver's permit test.

  • Satisfactorily complete behind the wheel instruction.

  • Pass a road test (must be 16 years old)

In addition, Minnesota requires that instruction be taken through an accredited program.

District #578 provides a driver education program of classroom and behind the wheel instruction.  This program is accredited by, and all the instructors are licensed by, the Minnesota Department of Education.  The driver education curriculum stresses attitudes, habits, knowledge and skills.  Every effort is made to provide quality instruction in a convenient manner.

How to Become a Licensed Driver

  1. Register for District #578 classroom instruction in driver education by paying the $80 classroom fee and filling out the registration form.  *It is recommended that the student reach their 15th birthday before the class begins.

  2. Satisfactorily complete the driver education class. Each student must be present for the full 30 hours of classroom, missing class time can't be made up until the next class session unless an agreement can be made with the instructor.  Missing classes could delay getting your permit.

  3. Financially enroll for District #578 behind the wheel instruction.   Students must be financially enrolled ($240) for behind the wheel before they can take their permit test.

  4. Pass the Driver's permit test.  This written exam is administered by the State of Minnesota.  Students will be required to present two forms of I.D. at the time of the test. One of these forms of I.D. must be a certified Birth Certificate.  The other can be a Social Security Card or an Official High School Transcript. The State of Minnesota charges a fee for the permit.  The student will need to notify the instructor when they have passed the permit test, so they can begin receiving behind the wheel instruction.

  5. Satisfactorily complete six hours of behind the wheel instruction.

  6. Pass the road test at a State of Minnesota exam station.  Drivers must be at least 16 years old to be granted a provisional under 21 license which is valid for 2 years from the date of application.  The State of Minnesota charges a fee for the license.

Background Information

The State of Minnesota requires that all newly licensed drivers under the age of 18 complete 30 hours of classroom instruction and six hours of behind the wheel instruction, before they are granted a driver's license.  In addition, the state requires that prospective drivers pass a written test before a permit to receive behind the wheel instruction is granted.  Finally the state requires that prospective drivers pass a driving test to obtain a driver's license.

Independent School District #578 provides classroom and behind the wheel instruction.  Every effort is made to provide quality instruction in a convenient manner.  The curriculum has been designed by professional educators and instruction is provided by licensed teachers.  Classes are held in the high school, 1400 Main Street South, Pine City, MN, at various times of the day, depending on the school schedule and/or time of year.  

The school board has directed that driver education be financially self-supporting.  Therefore, fees must cover all costs of the program.  The classroom fee must be paid at registration time.  The behind the wheel fee must be paid before the permit test is taken.

Classroom sessions are held in the high school.  Behind the wheel instruction is given to 2 students at a time, one student drives while the other observes, in district-provided cars at a schedule arranged between student and teacher.

Now registering for the next class, which will start when there are enough signed up to hold a class.  Classes fill up fast so be sure to register soon to ensure a spot.  We do a continuous registration, once one class is filled, we open another.   Those who are registered for this class will receive a letter in the mail with a schedule once dates are scheduled.  This typically happens a month before the class starts.

Permit Testing Information

Permit tests are offered in Pine City at the Community Room in the Public Library
on the 2nd Monday of the month at 8:30 – 11:15 AM & 1:00 – 3:30 PM.  
These tests are offered on a first come/first serve basis.

Make sure you have the proper documentation (blue card, social security card and birth certificate) with you or they will not let you test.

Road tests are given 1st, 3rd, 4th, and 5th Monday by appointment only.  Call 320.255.3044 for more information or to schedule an appointment.
